Reform Deepening, Quality Improvement and Efficiency Enhancement, Market Exploration, Innovative Development, Party Construction Upgrading | China Capital Logistics Held the Work Meeting 2022 and the Third Workers’ Congress Session III
On February 17, China Capital Logistics Co., Ltd. held the 2022 Work Meeting and the Third Workers' Congress Session III. The meeting conveyed the spirit of the BAIC ROCAR’s work meeting, comprehensively summarized the work in 2021, arranged and deployed the goals and tasks for 2022, further unified the development thinking, and formed a consensus on reform. The meeting clarified that "reform deepening, quality improvement and efficiency enhancement, market development, innovative development and running vigorously to add impetus to the high-quality development of BAIC ROCAR was the general development goal of China Capital Logistics in 2022.
Zhang Zhengye, the Deputy Secretary of the Party Committee and General Manager of BAIC ROCAR, attended the meeting and gave important instructions. Zhu Liguang, the Deputy General Manager of BAIC ROCAR, the Chairman and General Manager of China Capital Logistics, made a presentation on the implementation of the spirit of BAIC ROCAR's annual work meeting 2022 and the operation work report of China Capital Logistics in 2022 with the title “Seizing Every Minute- Promoting the Corporate Transformation and Upgrading with Innovative Thinking”. Zhang Xuemei, the Secretary of the Party Committee of China Capital Logistics made a work report of Party committee with the title of “Implement Reform, Quality Improvement, Efficiency Enhancement, Market Exploration, Innovative Development and Run Vigorously for High Quality Development”. The work meeting was presided over by Wang Jing, the Secretary of the Disciplinary Committee of China Capital Logistics.
The meeting comprehensively reviewed the work of China Capital Logistics in 2021. Under the overall leadership of BAIC Group and BAIC ROCAR, China Capital Logistics continued to seek innovation and change, carry out reform and enterprising, and comprehensively strengthen the management capacity construction for strategic implementation, human resources, finance, security and risks, etc. The business guarantee tasks within the group were completed satisfactorily, and the major breakthroughs were made in the business. Its industrial status was increased, customer recognition was achieved in multiple aspects and the management capacity was comprehensively enhanced.
The meeting emphasized that all staff of China Capital should take the attitude of sprinting at the beginning, dare to fight hard and seize every minute, and should deepen the reform and innovation, improve the quality, enhance the efficiency, seek progress while maintaining stability and seek quality while making progress with market and customers as orientation, centering on BAIC ROCAR’s strategy of “Automobile·People·Ecology”. On the premise of guaranteeing the Group's business, BAIC ROCAR will focus on the development opportunities of smart electric vehicles and open up a new track for enterprise development; stabilize the existing capacity and the joint venture brand business and fully support the development of independent brands; expand the increment, deploy the intelligent electric vehicle industry, expand the commercial vehicle market and develop the logistics business in the park; build a business system, optimize the human resources system, upgrade the digital and intelligent system and improve the risks control system; strengthen the capacity, create the core competitiveness and improve the basic management capabilities. All staff should stick to the difficult but right things and sprint bravely to meet the challenge indicators of China Capital Logistics.
The meeting reviewed and summarized the work of the Party Committee in 2021, and made arrangements for the key work of the party committee in 2022. 2021 is a year of glory and pride, a year of milestones, a year of solid foundation, and a year of unity and progress. Over the past year, the China Capital Party Committee celebrated the centenary for the founding of the Party with sincerity, carried out and deepened the study and education of Party history, practically promoted practical work and continuously borne the social responsibility of state-owned enterprise. In 2022, China Capital Logistics will further focus on the main responsibility for guaranteeing the group’s business, have a brand new situation for the marketized development and carry out the operation work and party construction work together; continuously strengthen the comprehensive leadership of party for the state-owned enterprise and focus on the enterprise management; cultivate a Danke-style cadre team, build “China Capital Iron Army” and stick to to condense strength with words and create value; highly unify the spirit and will by running, continuously strengthen the leadership for the mass work and actively lead the enterprise to embrace innovation.
The meeting emphasized that China Capital Party Committee would hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era in 2022. With the celebration of the Party's 20th National Congress as the main line, China Capital Logistics will fully implement the various work arrangements of the BAIC Group Party Committee and the BAIC ROCAR Party Committee, realize the five annual key tasks: "reform deepening, quality improvement and efficiency enhancement, market exploration, innovative development and party construction upgrading", forge excellent "leadership, driving force, organizational capability, execution capability, management and control capability and cohesion", and unite and lead all cadres and employees to work hard and strive for progress while maintaining stability and provide strong political and organizational guarantees for the full completion of the strategic goals in 2022.
Zhang Zhengye highly affirmed the work of China Capital Logistics in 2021 in four aspects: "successfully completed the task indicators, achieved remarkable results in internal service and external expansion, continued to improve customer reputation, and was included in the group's 1+5+N system", and analyzed the current macroeconomic and industrial situation. He expressed his gratitude to the cadres and workers of China Capital Logistics, and made important instructions for the work of China Capital Logistics in 2022: China Capital Logistics should comply with BAIC Group's requirements of "reform, opening up and innovation", adhere to BAIC ROCAR’s general keynote of “seeking progress while maintaining stability, and seeking quality while making progress” and the general working ideas of “deepening reform and innovation with market and customers as orientation, improving quality, enhancing efficiency, continuously promoting the strategic implementation, cultural practice, management, high-quality operation and party construction upgrading”, shall deepen the party leadership, unswervingly promote the reform and innovation and boost the high-quality development of BAIC ROCAR.
Firstly, China Capital Logistics should recognize "environmental changes" and strengthen the "sense of crisis" in development, including industrial changes, customer demand changes and technological changes; turning crises into opportunities in the process and finding a breakthrough for development.
Secondly, China Capital Logistics should grasp the "development direction" and strengthen the "sense of direction" of development. In terms of strategic choices, including complete vehicle, production, parts, batteries, park business and many other aspects, a clear business plan should be formulated; in investment, China Capital Logistics should focus on the main business in R&D, capital and talent training to strengthen the penetrating power for strategic formulation.
Thirdly, China Capital Logistics should deepen the understanding of “customer orientation” around “practice and details”, and strengthen the "sense of presence" of serving customers; play the role of "insight, portrait, plan and feedback" for each link and timely capture the changes in customers' needs. Meanwhile, China Capital Logistics should think how to build the capability for “meeting customers’ demands with low costs and high efficiency”, transform the industrial changes into opportunities and find the "excitement" of development in the changes.
Fourthly, China Capital Logistics should strengthen the construction of “management system” and establish the “sense of safety” of continuous development. China Capital Logistics should strengthen the construction of strategic management system, talents construction system, financial management system, brand construction system, risks prevention and control system and R&D system.
Fifthly, China Capital Logistics should carry out the “party construction upgrading” and strengthen the “leading sense” of high-quality corporate development. China Capital Logistics should deepen the role of the party committee in "controlling and promoting", and stimulate the exertion for deepening reform and innovation; strengthen the implementation of ROCAR and continuously give play to the role of “running” in the inheritance and leadership; strengthen the construction of work style and create a clean and upright cadre team that dare to fight hard.

At the meeting, the annual advanced workers in 2021, China Capital craftsmen, ten-year outstanding contribution award, ten-year dedication award winners, China Capital runners and running groups were commended.
In the Third Workers’ Congress Session III and Third Trade Union Congress Session II in the afternoon, the qualification review report for the by-election and adjustment of staff representative and the operation report of China Capital Logistics in 2022 were listened to, and Report on the Handling and Collection of Staff Representative Proposals of China Capital Logistics (Draft), Collective Contract (Draft), Travel Management System, Resolution of Third Workers’ Congress Session III of China Capital Logistics (Draft), Work Report of the Trade Union Committee in 2022(Draft), Work Report of the Fund Review Committee in 2022(Draft) and Resolution of Third Trade Union Congress Session II of China Capital Logistics (Draft), etc. were reviewed and approved.
